How to use ptp ?

I am trying to make some bucks online through but failed most of the times, what my experience is if you get a traffic exchange which allows ptp then there will be limit on sites which you can view , if geotargeting is availible then rates are too high and rates are low then there will be only tier4 hits . I am still searching a way out or will create my own site which will allow all sites with each kind of targeting
